These resources include services offered by Avenue CDC, Fifth Ward CRC, and Tejano Center for Community Concerns who are participant organizations in the Own the HOU initiative. 
If you’ve been impacted by a natural disaster, be sure to register your needs and get connected to assistance by visiting www.disasterassistance.gov. Here, you can find assistance, apply for government assistance, and check the status of those assistance applications. You can also call the FEMA Helpline at 1-800-621-3362.

BakerRipley Weatherization: Baker Ripley offers weatherization services that lower a household’s energy costs by installing materials to make the home more comfortable and energy efficient. Services can include identifying and sealing areas where hot air seeps into the home, installing attic and wall insulation, installation of LED light bulbs, low flow showerheads and sink faucets and replacement of qualified appliances with Energy Star rated models. CenterPoint Weatherization: CenterPoint Energy offers free energy audits to qualifying households that may qualify you for weatherization upgrades like Air infiltration (caulking and sealing exterior penetrations in your home), HVAC tune-ups or upgrades, Ceiling or wall insulation, and more. Habitat for Humanity ReStore: The ReStores are the home improvement stores and donation centers of Houston Habitat for Humanity, a nonprofit organization. The ReStore locations sell new and gently used furniture, home accessories, building materials, appliances, flooring, cabinetry and more at a fraction of the retail price.

Harris County Central Appraisal District (HCAD): HCAD is responsible for appraising local properties and handles things like homestead exemptions, title changes, and property value appraisals and protest hearings. A number of resources can be found on their website, or you can call at (713) 957-7800.

Harris County Engineering Department: The Harris County Engineering Department manages the permitting process for Harris County residents. Visit their website to download forms, understand permitting requirements, and reference their FAQ’s.

Municipal Repair Programs: Both the City of Houston and Harris County offer home repair programs for their residents. Both the City and the County offer various levels of home repair services, and require the applicants are at or below 80% AMI (Area Median Income) and do not live in the floodway. 


City of Houston Home Repair: If you live in the City of Houston, the City offers multiple options for residents through their home repair programs. Applicants are required to be at or below 80% AMI (Area Median Income) and the property cannot be located in the floodway (find out here). Please note: the program has run out of funding. Harris County Home Repair: If you live in Harris County, the County offers multiple options for residents through their home repair programs. Applicants are required to be at or below 80% AMI (Area Median Income) and the property cannot be located in the 100-year floodplain or floodway (find out here). Veteran Home Repair Programs: Additional home repair assistance is available to veterans and their families. Take a look at the programs below to find out if you qualify. 


Rebuilding Together is a local nonprofit focused on helping to retain the character of Houston neighborhoods by keeping families in communities that they helped to build. They accomplish this through providing home repairs to local families to ensure homes are safe and can be passed from generation to generation. 


RTH offers two home repair programs:

  • Their Veteran home repair program is available to veterans in need of repairs to structural, roof, and electrical and plumbing systems, accessibility and safety modifications, and light exterior work. Apply online or call at (713) 659-2511 to learn more. 
  • Their Community Revitalization home repair program is available to residents of East End (77003, 77011, 77012, 77023).and Third Ward (77004) who are at or below 80% AMI (Area Median Income). Apply online or call at (713) 659-2511 to learn more.

Financial Coaching: Financial coaching services are designed to help individuals meet their financial goals. Coaches and counselors work with you to understand your current financial situation, then build a plan and help you to get where you want to be. 


Credit Counseling: Credit counselors are certified and trained in the areas of consumer credit, money and debt management, and budgeting. Counselors will discuss your financial situation with you in order to help you develop a personalized plan to achieve your credit goals.

  • The Alliance: The Alliance is a nonprofit organization for welcoming and empowering those who face financial, educational, health, language or cultural barriers to realizing their dreams.   • The Chinese Community Center: The Chinese Community center is a nonprofit focused on enriching families with educational, cultural, and social service programs. Foreclosure Prevention Counseling: Unexpected events can knock us off course and cause financial distress that results in missed mortgage payments and default. Counselors can offer needed guidance to figure out your options, find resources that may help, and/or to communicate with mortgage servicers.

Legal Aid: Legal aid organizations can offer help with things like handling probate, bankruptcy and foreclosure processes, contesting ownership of your home, fixing liens, etc. Legal aid staff can work with you to provide guidance and resources, and in very limited circumstances, representation.

The Institute offers services specific to property preservation including, but not limited to, real estate document review, bankruptcy, probate, and foreclosure prevention. Lone Star Legal Aid: Lone Star Legal Aid is nonprofit focused on protecting and advancing the civil legal rights of low-income Texans by providing advocacy, legal representation, and community education that ensures equal access to justice. Texas Law Help: Texaslawhelp.org is an online directory of free and low-cost legal aid providers. Visit their directory to find local assistance. 


Houston Volunteer Lawyers: Houston Volunteer Lawyers (HVL) is a pro bono (free) legal services providers that serves low-income residents of the Greater Houston area. HVL specializes in family, housing, wills, veterans’ issues, taxes, and other non-criminal matters.
